If you ride in Germany, ABE (Allgemeine Betriebserlaubnis) approval is mandatory: without ABE (or individual authorisation), your scooter may not be ridden on public roads. In Austria, Switzerland and France, ABE is not required: each country applies its own rules. Here is everything you need to know.

- Max. speed (ABE)

What is ABE?
ABE is the German approval issued for eKF (Elektrokleinstfahrzeuge), governed by the eKFV regulation. It certifies that the model meets German technical requirements, in particular a maximum speed by design of 20 km/h. In Germany, ABE is essential to obtain the mandatory insurance plate (Versicherungsplakette) and ride legally; the rider must be at least 14 years old. Note: a reform of the eKFV requires indicators on new models from 2027; scooters already on the road do not have to be modified.
What about Austria or Switzerland?
In Austria, electric scooters of up to 600 W and limited to 25 km/h by design largely follow the rules for bicycles, without ABE approval. In Switzerland, they are classed as light mopeds: 20 km/h and 500 W maximum, front and rear lights and two independent brakes; from age 14 with a category M licence, without a licence from age 16.

FAQ
Is ABE valid in France?
ABE is specific to Germany and has no legal standing in France, where there is no equivalent approval for scooters. The EDPM regulation (Decree No. 2019-1082) applies: maximum speed by design of 25 km/h, braking system, front and rear lights, reflectors and audible warning device, minimum age of 14 and mandatory insurance. An ABE model limited to 20 km/h can therefore be ridden in France if it complies with these rules, but ABE is not required there. To compare the TODIMART range, read our TODIMART review.
How can I check the approval?
The ABE number is marked on the scooter. Check with the manufacturer before buying.
